Congress demanded it be more subtle and was moved in the latter years to the bottom of the shoulder on the obverse for that reason. Why it is listed as "signature" and "no signature" redundantly for the years after should be corrected for simplicity sake by the Numista gods. Perhaps VDB reverse for that year only.
the 'signature' is not a signature but is initials - BUT for
only 1909 (which is, after all, the title of this topic) they are not
'on the bottom of Lincolns shoulder' - as that is for all other years.
