Coin/Token with what looks like a Lion, Cactus, and Flowers. [решено]

Hello, first post. I got this with a group of Russian coins I bought (U.S.S.R. and late empire mainly) and this was included with them. The obverse has some kind of animal surrounded by what look like cactuses and flowers. The reverse isn't there. I was wondering if anyone recognized anything and could help me find out what it is.

Yes the reverse seems to imply this to be a button with parts of the shank still visible.
