Unless you are willing to pay a very high premium to break a Rs2 Indian Airforce coin out of a BU or proof set, you will not find this coin as a business strike

That said, you may want to take it off your want list if you only collect circulating commems

I'm nut sure we're talking about the same coin. The one I am looking for can occasionally be found at ebay for less than 10$. And - it's a "circulating" com.
Nope, I’m sure if it’s genuine it’s broken out from the set (similar to Re1 India post, Rs2 télécoms). The sets back then were sold for roughly 1500Rs though now a days you can get it around 2500-3000Rupees. If you are getting it for $10 and you are sure it’s genuine, you might as well go for it. You are unlikely to find it in someone’s swap list unless it’s part of the Calcutta UNC or proof mint set. The operative word here is “genuine”

​it’s a little tricky. Unlike the Rs 2 Tourism 1991 or 2Rs RBI 1985 which were expressly made available only in collector sets, the Rs2 Airforce was expected to come into circulation, it just never did (or it may have been available in extremely limited quantity if you were in the Calcutta area and knew the right people). This was similarly the case for Re1 India post and Rs2 Indian Telecom. The Rs10 gur-at-Gaddi was similarly released as part of the standard UNC/Proof mint set which retailed around 2000Rs back then or as a single coin BU coin card which sold for about Rs300 I think.

FYI, the govt. has stopped issuing commemorative coins for circulation since the last few years. I think Rs5 Mahanobolis may have been the last one, but there is a Satguru theme coming out soon which is back dated to 2016 and may contain a Rs5 coin though it may never be released into circulation.

​no worries, depending on whether you love ambiguity or not, republic india numismatics has a lot of informational gaps. The government and RBI do not reveal mintages of specific coins as those statistics are covered under the National Secrecies Act and as such are not required to disclose even if one were to file a request under the Right to Information act. Chances are that they may not even retain such statistics in any centralized database.
It is not even clear how many Proof and UNC sets for each theme have been issued over the years. In the 70s, much of the sets were exported and very few were ever bought domestically. Things have changed somewhat in recent years, however the Mumbai/Calcutta mint still invite orders during a limited time frame and issue sets accordingly. This is very different from the US or Europe with set mintages and selling till stocks last.
