It is a Double from one of those - unfortunately the date would have been
top left of the reverse, and most of that is missing.

@ZacUK got us close on #1, but the legends are a better match for Overijssel (not Brabant or Tournai). The coin is not in Numista, but this coin of Overijssel has obverse legend ending in TRS ISSVL, and reverse legend PACE ET IVSTITIA like the OP's coin.

Edit: I can't find an Overijssel liard with this design; the other option is a token, which were quite common in 16th/17th c. Low Countries. If someone knows their way around the Dugniolle catalog, they could probably find it.
The Spanish Netherlands coin is closest to: 1 Statenoord - Felipe II - Spanish Netherlands – 1578-1580 GH# 252-1, Vanhoudt# 381-AN

The Obverse legend is slightly different. It would be a pleasure to find that this is an unlisted variety.



The French coin is a Double Tournois 158_. CGKL# 118 from the Ste Lo mint. The ribbon in the hair is the most telling feature.

It is Spanish Netherlands/Overijssel, Hasselt mint, GH252-17.

For future reference, for others trying to ID this type of Oord / Statenoord (c.1577-83) with the motto PACE ET IVSTITIA reverse, as we have only one of these currently in Numista, the legend and mint mark at 2:00=-6:00 obverse map to the state and GH catalog as follows:
Brabant, GH252-1 "DVX BRA" hand = Antwerp mint
Gelderland, GH252-6 "DVX GEL" Floriate cross = Nijmegen mint
Flanders, GH252-7 "COM FLA" Lily = Bruges mint
Zeeland, GH252-12 “CO ZEL” Castle gate = Middelbourg mint
Tournai, GH252-14 "DNS TORNA" Tower=Tournai
Overijssel GH252-17 "TRS ISSVL" Shield = Hasselt mint
The "O" on my coin is larger than the coin on the auction site. REXDOTRS.
