Unusual Non -Circulating coins Uzbekistan -Can anyone help Identify?

I have these coins- I have found nothing similar to them
on the Web. (Maybe i didnt search hard enough!)
They are to mark the
2200th Anniversary of Tashkent Series - Arch of Independence (2009)
There are Many coins that do so on the Web.
These are strange as they are only one sided..(Prototypes?)


Does anyone have an idea about them? I can submit more images if necessary. It would be great
to get an idea of what they are worth too
