Beide sehen aus wie mehrfach überprägte Civic Copper Münzen aus Afghanistan.
Die Münze links hat zudem einen Gegenstempel.
Das Überprägen war dort Ende des 19. Jahrhunderts gängige Praxis mit dem Resultat, dass die meisten dieser Münzen nur noch schwer komplett zu identifizieren sind (Prägestätte, Motiv, Prägejahr).

The left one has also a countermark.
The practise of overstriking older coins was very common there with the result that most of those coins are very difficult to be completely identified (mint, design, issue year).
