No, the proof has a cameo finish but under some lighting conditions could look "colorized." That's why I asked about the mint mark (unless of course, if it's a colorized proof).
Yeah, it is definitely gold colored. That's not a trick of lighting.
Would that actually be bad if it was a colorized proof? Wouldn't that ruin the Cameo finish?
If someone collects colorized coins they might like it. If someone collects proofs they would pass on it. Generally, colorizing a coin is considered PMD (post mint damage) and generally ruins the value to serious collectors. In this case, a proof may be worth ~$4 while a colorized coin is worth at a minimum $1 so not that much of a difference.

what about reverse proofs where the background is no shinny but the design is did they just not make those for this year and design? I thought they did
Well, in defense, in doesn't say Liberty or In God We Trust anywhere on the coin. It really doesn't look legit. I wouldn't accept until just now. And I am an accountant!
