UK 5 pence 1996 obverse B?

It says obverse B was in 1991. But my 1996 fits the conditions (91 pearls, I points, E not). Or I wrong? (last I points on first pearl)

You're not wrong, your 1996 is indeed obverse B (91 pearls, last I in II points at a pearl, E in REG points between 2 pearls).
Maybe 1996 exists in both varieties, obverse B and C or Numista is wrong and all 1996 coins are with obverse I haven't added my European coins yet to the Numista database so I can't check it yet but I'm sure Ole will check if his documentation is correct or not as soon as he reads this post.
