Is this a recognised minor difference?

4 on the left of the date appears to go down on the end on the first coin and up on the end on the second coin

I don't know this type, but would comment that all the digits in the date look a bit different between these two examples.

The big question is if this is indeed a mint difference or a variation within the same mint. If it's a mint difference which coin is which mint? Maybe a specialized catalog from Israel has the answers?
