Napoleon Empereur - what is it?

Is it Napoleon legionnaire jeton?

There are several medals with Napoleon and the “Legion d'honneur”

Even though It was not Napoleon who created teh “Legion d'honneur” but Bonaparte, first consul of the republic but as Victor Hugo said in the poem on 1831, Napeleon was not so far away on 1802 :  

Ce siècle avait deux ans* ! Rome remplaçait Sparte,
Déjà Napoléon perçait sous Bonaparte,
Et du premier consul, déjà, par maint endroit,
Le front de l'empereur brisait le masque étroit.

It seems not to be medal. It is small, looks cheap and there is hole in it - not as medal should look like. What it was used for and how it was used to?

Hello! Surelly it is not a medal,looks like more as a token… If there are some works(books)about tokens during Napoléon Bonaparte (which I doubd!) … otherwise it will be very hard to find out what was its use!
