Its about 20mm at its widest, appears to be silver.

Anyone have an idea of what city this might be from?

Could be a crozier on the obverse so maybe bishopric coinage?

It seems to be a common design for Regensburg. 

I found several, with all of your help. So far the first suggestion still seem the best. Its the only one I've seen another example of with the design between the 2 figures on the reverse
