In short, not a new variety but you don't show the entire coin of either. They made about 65 million of them in 1993 and I am sure the dies either had to be polished or changed occasionally which could explain this minor difference. As well as a different size C, one set of the initials appears closer to the rim than the other. If perhaps there were other significant differences between the 2 coins and there were documented numbers of each of the same differences, then one might want to consider adding it as a variety. I don't think this minor difference would add any additional interest to collectors or value if it is the only difference between the two.
