You would have to ask the person in charge of having the coins produced. Possibly someone asked for bids for the coins and that's who responded. It is common for different denominations to be produced in different places. (Sometimes the split is based on metal.)
For a current example, look at where the circulation Euro coins for Slovenia have been produced. (And the not-for-circulation sets were produced in other places.)
Of course, it is also possible that one or more of the mint fields on the two types is incorrect.
