Have I properly identified this variation?

What is its value? (I'm guessing EF-45)

To my eye your coin warrants the XF grade and I believe your variant is closest to RPM 09. Judge for yourself. The value of your coin is dependent on it's grade. The type of RPM does not add any additional value.
