Maldives... coin?

I got an album of coins from all over the world that I'm adding to my Numista collection and I'm having trouble with the coin for the Maldives.  This is what it looks like:

It's silver colored, 20-22 mm in diameter, reeded edge, medal alignment.

 

There's a lot of discrepancies between this and any other Maldives coins I can find on Numista and Google Images:

  1. The outer sector of the moon in the seal is convex on other coins, it's flat here
  2. The obverse says “Maldives” and not “Republic of Maldives”
  3. There's no year on the coin
  4. The boat on the reverse does appear on some Maldives coins, but never with the number right next to it
  5. There is no denomination listed for what the 20 is referring to
    1. On a related note, it doesn't appear that the Maldives mints any coins that are 20.00 or 0.20:  

 

Does anyone have any idea what this is?  It can't be a mule since I can't find any coin with either face of this coin.  At this point I'm thinking it's either play money or a counterfeit.

Modern coins as a general rule have year and a name of the currency on it. This feels more like a  souvenir taken. Try to search it not as coin but as token when you google it. 

Also if it is a coin then it is for sure modern one. There is many apps now days that can easily with 99.9% accuracy identify any modern coins. 

 

I use app called maktoon, but there are others you can download. Basically take picture of both sides and app tells you what it is. Of it can’t find it and it is a modern coin, then you can pretry much be sure that it is a token or at very least non circulation coin. 

 

I also check Catalog of world coins in relation to Maldives that I have and I see nothing like that among any genuine official modern Maldives coins.
