Why this coin is mule coin? [решено]

So according to kM, and  the Numista catalogue here , the Egyptian coin KM# A433 is a mule (433 & A425) as shown in the attached picture. My question is, why its not just a series from KM# A425, knowing that  both have the same observe and reverse the material and weight and diameter, the only difference is the date on the observe ? specially that KM# A425 is standard circulating coin ! 

Am I missing something here ?

There is likely evidence in the authorizing legislation or mint records, but the evidence I have is 1) KM# A433 is hard to find so it doesn't seem to have been made in the quantities you would expect from a standard circulation coin, and 2) at that time Egypt wasn't producing multi-year series of any circulation coins.
