Can someone tell me what this is?

My suspicion would go to a transportation token from Yemen because of the wings and the train but I really don't know.

It's an egyptian trammway token, cairo or alexandria (reading will maybe precise it).

محافظة الاسكندرية - Alexandria Governate

The top line is too blurred to make out.
