Russian Silver Rouble? Double Eagle Crest

Hey Guys, I got this in a lot of coins I bought on eBay.  I've got no Idea what it is other than it just says its a rouble.  Any ideas what it could be?  Thanks!

It is not a coin. It says a Lucky Rouble. Just a token of some sort. If it sells for $999, this "rouble" will really bring the seller a lot of luck.
