I haven't been able to find a coin where the lettering: GOVERNMENT started from 12:00 going left.

24 mm, thickness: 3. 25 mm, edge: uneven, weight: 11. 37 g

Can someone please help me to identify it?

Looks like a dud - as the details of the elephant on the obverse is very poor, & the field of the item itself appears very soapy.

1803 doesn't even exist for this coin, as far as I am aware.

1803 is listed, but I have only ever seen coins dated 1802 for the type depicted in the above link.

I was looking at this one too. But the word GOVERNMENT on my coin is wrong in compare to this one or any other that I have seen. That's why I have doubts about it.
