Chinese tally 20th?

Hey everyone!

 

I found this interesting object which seems to have similarities with chinese tallies. I had no luck translating the symbols - google isn't very reliable on this. There is no stamp. 

 

I am grateful for any ideas!

Even character by character, the path does not lead far 😵‍💫

Referee of south atlantic islands

looks like Chinese calligraphy paper weight, Chinese character are in seal scrip.  bottom shows year and date, top part doesn't make any sense. Modern piece, probably made during 80 & 90s. Usually sold in pairs.

“廿” is simplified Chinese character for “20”, which doesn't exist prier to 1950s
