Ottoman (?) Coin [решено]

Hi All, 

 

Please help ID an Ottoman I think , Arabic writing , Bronze 15mm diamater.

Found in Israel , sea of Galilea area :

 

It's holed  so might be early as considered valuable ?

There is a hint of year 1222 or 1223. 

Tulip borders and flowers around the tughra suggest certain gold coins of the time.

I think it is not a coin, but a contemporary, or 19th century anyway, token of some kind.

Thanks for the assistance , i consulted a friend that suggested it might be an ornament from a scarf or piece of of a bracelet , common on Arabic origin items.
