Hello, I think you are correct about it being an Afghan Civic Copper. Particularly the hand type from Qandahar. Here is an example of the type

Like many civic coppers, I think yours is overstruck. I feel like I recognize the undertype but can't quite find it. I'll make a follow up reply if I do end up finding it. For now, I'll just link another civic copper that seems to have the same undertype

I only looked quickly but I didn't find anything similar, just the one from Qandahar
