Unknown roman coin

I bought this as “Ancient Rome coin for identification”. It wights 0.95 g and has 13 mm diameter. It's made of copper or bronze.
 

Obverse has a right facing portrait with two pieces of ribbon protruding from the back of the head.

 

Reverse has two humanoid figures facing each other, with nothing between them. Their hands are raised, holding some objects. The text around them is hard for me to decipher, I see “ORIE?DAVG”, but neither Numista nor Google search got me anywhere with this.

I think with not readable legend around the face, is not possible to attribute the emperor.

So the reverse text might be “VICTORIA DD AVGGQ”. I see most of the coins have “VICTORIAE”, but there is no chance “AE” happens here. For me it looked like “E”, bug I know they sometimes engrave “A” in such a way it almost looks like “E” :) I will try searching with google using this phrase

VICATORIA is less usual than VICTORIAE.

A better picture of the exergue might give us the mint.
