OLD Coin/Medal Identification - George Washington?

Hello everyone,

This coin (maybe) came in a recent bulk lot of international coins that I purchased, and I was wondering if anyone could provide some input on what it might be.

 

Here are some specs:

-Weight: 14.75 g

-Diameter: 33 mm

-Thickness: 3 mm

-Composition: Probably copper or a copper alloy

 

One side has what looks like a sort of flower surrounded by a wreath or leaves, and there is a bust on the other side which appears very similar to George Washington. I have tried searching the Numista catalog and I cannot seem to find it in the coin section. Any input as to what this unique coin/medal might be is much appreciated.
