The tops of the Sanskrit numbers 2 and 3 look similar, and the bottom of the digit is missing, so it might not be possible to determine if your coin is VS 1952 or 1953. For best results identifying your coin it would help to post a photo of the other side, plus diameter to the nearest mm and weight to the nearest tenth of a gram. I assume it's silver from your statement that it is a rupee. I'm saying all this because looking through a Krause catalog I didn't see this coin - the closest I found was KM#43, a half rupee.
