It's an ancient imitation of a Divus Claudius II antoninianus.

It's probably more likely that it was made inside the empire, just not officially.  The prototype would have had the legends DIVO CLAVDIO / CONSECRATIO.  But imitations often have unintelligible legends and the way the letters on the obverse do not fit with DIVO… indicate this is such a case.
