To me it looks like a flawless UNC coin, very similar finish.

Yes they are part of US MINT's Special Un-circulated set which are processed differently than the normal circulated coins.

Just be Careful that you buy Uncirculated Sets from 2005 onwards to get the Satin finish coins. Previously they did not have such coins.
