Does anyone know what this is?

I am very new at this. I am not sure if this is a coin or some kind of commemorative token that was issued when the euro was first introduced. I found this in a can of coins that I received from a relative. The images in the small circles are the designs that are found on the French Euro coins; Marianne, the Sower and a stylised tree and they are repeated four times each. The buildings on the other side of the coin are the Arc de Triumph, the Eiffel Tower, Notre Dame, and I am not sure of the fourth. Thanks for your help

This is not a coin for sure. Probably a souvenir.

It's a French ECU from the 90's. It might be listed in "French cities".
