What a coincidence, saw this type of coin at a store earlier this week.

It's Spanish Netherlands, 2 Mites of Philip II.

The one I saw at the store is identified as Brabant: N#107822 

Buuut, there are 2 others very similar from another issuers of the same region, N#375763  and N#120395 

So, I'm not sure which one of these three I saw (neither of them are a 100% match). In your case, it's more complicated since your coin is in worse state.
