When coin should describe as rare (or very rare)

Hello all,

I'm new here :-)
I seen at eBay that coins sometime describe as 'rare' or even 'X-rare',
My question is, how do I know if a coin is rare ? and when it rare ?

For example, this 5 mark coin
https://en.numista.com/catalogue/pieces5218.html

1939 E describe as rare
but I don't see any reason for it, there was 1,320,000 coins minted this year,
1938 E not describe as rare but in this year there was only 425,000 coins minted . . .

So, I'm a little confused.

Please advise.

Thanks
Problem is with eBay sellers can write what they want I could add a penny for sale and say it's rare. I have just got a 1959 Nigeria 2shillings and it was hard to get apparently they are scarce but there were 15million minted so where are they all ?
A lot of coins got melted down all over the world after they were recalled so a mintage of 1.5m could in fact only have 1000 copies to get if it truly is scarce..

Scarce is a better word to use the 1933 penny or a king Edward VIII penny is rare !

The 1939 E 5 Mark has catalog value twice the CV of 1938 E 5 Mark, thus reflecting the fact that the first one is relatively more scarce than the second. Both are not rare, though, none of the 5 Mark with Hindenburg are.

I collect coins and tokens which circulated in Africa from 18th century to 2000. I sell about 7000 illustrated world coins from http://www.avscoins.com.
I see "Rare" Ebay sales for each and every Nazi era coins in ebay. I did report couple of them to ebay support for misguiding buyers. I think we all should do that.

Well, some Nazi coins are rare. Try finding 5 Pfennig 1944 G or 2 Pfennig 1940 G in XF or thereabout. Allied occupation period is also difficult, in particular zinc 10 Pfennig 1947 E. Though I agree: there are sellers who abuse the word "Rare" in advertising their items.
I don't think that eBay administration will do anything about it. They have enough more serious infractions such as fakes to deal with, and they can't manage.
