The mistake you've made was translating “fini” literally. “Finish” (fini in French) is the numismatic jargon to describe how the coin will look after the final treatment, regular strike, proof, antique finish, brilliant uncirculated, specimen, etc. So all these things are finishes not grades! Normally all these coins are uncirculated since they were struck especially for collectors but that doesn't mean they stay that way forever. For instance those smaller denominations of the proof coins of Franklin Mint sets can be regularly found in all kinds of bins on coin fairs. They stay proof forever but over the years they are far from uncirculated.
