Help identifying

Can anyone tell me what this coin is?  I found it lying in a parking lot outside a coin show and no one could tell me what it was. There is no "copy" written on it and it seems to be silver.




On one side, there appears to be a man on a horse with what looks like a whip behind him and on the other side, there is what looks like a man on a dolphin. It may be Greek or Roman based on the designs.

I was told that is a sliver stater but from what time period and what the symbols are supposed to be are unknown.

I saw many that looked similar but the closest one, the horseman had a spear and this one appears to have a whip.  What would be the reverse, I assume, is the same.
