No the reeding hasn't been ground down. The weight is at .200 ounces, the diameter is right at the 24.66 mm and the thickness at 1.75mm. If you look at the coin on the back those what looks like scratches are actually from the die because the raised lip from the stamping isn't scratched.
The damage on the reverse cannot be from the die. It's post mint damage. As far as the edge, the reeding is done during the striking process when the two dies hit the blank which expands into the collar where the reeds are. If it was minted without a collar it would have expanded beyond the normal diameter. At this point if the reeding wasn't ground off I can't explain it.
