Worn-out old European silver [решено]

I got this in a bag of coins a couple years ago and haven't been able to figure out what it is.  I know it's not worth anything, but I'm still curious.  Diameter is around 22mm and weight is 3.1g.  One side has a man in something like a skirt standing near a crest that comes up to mid-thigh.  The other side a crest with a large crown and some lettering that I can't make out.

Anyone recognize it?
