Fix the flag of the Northern Caucasian Emirate

This issuer currently has the modern Russian flag associated with its database entry, which is incorrect. This issuer was its own independently procalimed state, seperate from Russia at the time, and had it's own unique flag (which can be found below).



Thus, the Northern Caucasian Emirate flag should be changed to reflect this.
