It’s certainly not Byzantine, and is outside of my field of expertise. I can’t say I recall seeing exact matches for Bulgaria or Serbia either. I’d recommend either looking at the Caucasus or the region around modern-day Ukraine and Russia for a match, though some other location in the Balkans or even southern Italy is also possible.

It unfortunately is not Trapezuntine either. The coin was not issued by any of the Byzantine states (the empire proper, Nicaea, Thessalonica, Epiros, Trebizond, Latin Empire).
Knowing the size and weight sometimes helps.

Yes, Norman Sicily copied Byzantine types, and also overstruck them sometimes.
The obverse here looks possibly overstruck. The w w + + in corners of the cross is unusual (and probably diagnostic). I looked through MEC 14 at follari struck by the two Williams, but didn;t find a match.
Crusader states (e.g. Antioch) also imitated Byzantine models.
