Unissued Banknotes

How do they come out as collectibles? Are they always contraband when they are in public? Because, no central bank would want their unofficial notes out, creating great confusion.

Some just get sold of by the bank without them having any financial value, sometimes in bulk or just as collectable notes in folders even.
