I recently bought one of these:

And according to that page, the 1919 date is rare. (I have the smooth edge variant)
3,700,000 doesn't seem very scarce to me. What gives, why is it rare ? Is it more valuable, why ?

The rarest date of this coin is 1924. However, as you said, also 1919 is rare.
The rarity is justified by the low mintage of this year (the mintage of 3.700.000 is for both reeded and smooth edge and is much less than the most common year 1920-1921-1925).
About the value - the higher is the condition the higher is the value. For low conditions it doesn't worth very much; but from XF+ on the value is very very high.

I don't have a camera or a scanner, but I might be able to get it scanned at work today. The condition isn't that good, the coin has dirt or something on it.

For me in at least VF, so quite common in this condition. However it's a worthy coin:

Oh well, 15$ is a lot more than the 0.45 euro I paid for it !

And I found out my coin looks more awesome if I scan it differently. :P

The only bad side of the coin that I see is the dirt/glue on the upper right.
With 3 plus million, I would say uncommon, not rare, Italian 100 gold Lira is rare, 10 para montenegro 1914 is scarce.
