It is a falus from Afghanistan - Anonymous Hammered Copper Coinage. These were mostly struck between the period 1801 - 1891 and have large number of varieties
The obverse depicts a leaf/plant between two swords
The reverse have mint and date. I cannot read the script so won't be able to help you further in identifying it.
