I doubt whether a proof coin with die errors would ever pass quality control. Proofs are produced to be perfect, in small batches and meticulously examined before sealed into a capsule.
Can't it just be oxidation on the sides because the capsule was broken or removed?

While it is true that proofs are checked, this is definitely an error. The rim of coin actually has cracked extra amounts of metal.
