"silver" one cent

I have a peculiar one cent coin.

It is a US one cent coin 1976, just like any other. Except its not copper, its got a silvery metal.
Anyone know anything about this?

you should test if it's in silver, post a picture, and weigh it precisely.

looks plated after they have engraved/stamped a few extras on the obv.
It might have also been chemically cleaned and forgotten in the cleaning liquid, becoming so pale.
I collect coins and tokens which circulated in Africa from 18th century to 2000. I sell about 7000 illustrated world coins from http://www.avscoins.com.

Some were produced in aluminum as a test metal, but I'm almost certain none were ever released. I have heard that the Smithsonian Museum has the only surviving examples and it is against the law for the public to own them.
What's with the reverse? Looks odd.
