I can't say anything for sure about either token, but I agree that the image on the first one is of St Mark's Church, the image on the coin could have been taken directly from this:
The phrase "Blue Sky" and the image of the church seems to come up in every search for Zagreb, so unless someone knows anything for sure, it might be difficult to find anything solid.
If you got both tokens from the same source, then they could both be casino tokens. There appears to be a chain of casinos called "Blue Sky" in Croatia, or at least I've found one in Zagreb and one in Zadar.
And regarding the Fortuna token, there is also a casino called Fortuna in Zagreb.

But then again, the name Fortuna is synonymous with gambling (Fortuna being the Roman Goddess of fortune and luck).
