Indian or Arabic?

I cannot decide whether the origins of this coin/token is Arabic or Indian and would appreciate any suggestions. My latest thinking is that it may be from Afghanistan.

It is from Africa (Egypt).     

  Cairo token - public transportation (trolley bus) -
The lightning shows: electrical powered
The little steering wheel shows: trolley bus (tram token has a large cog wheel in centre)
The two bars left to the lightning shows: double fare (single fare has only one bar) - see below
