What year is this coin ?

One way of classifying Tangka coins is as per the article "The Gaden Tangka of Tibet" by N. G. Rhodes which is available at http://www.onsnumis.org/articles to download.

zeno.ru also uses the same classification. Refer here.

Referring this classification and based on the symbols on the coin, I think this coin is of type F (x) and the period of this coin is between 1918-1922, similar to the one shown here.

Why the KM number does not match.  8.

The year is (ca.1899-1907)   :P

The KM number at the http://www.zeno.ru/showphoto.php?photo=49160 is missing the type number and hence the confusion.  8)
The previous Y# 13.4 is now Y# E13.1 i.e of Type E, but your coin is of type F.

The KM number of your coin is Y# F13.4

The south most symbol that you have question about is not different. Its the symbol representing right-spiraling conch shell surrounded by 3 dots. It is just a minor variation in the way the symbol in drawn is these two coins. Until 1932 Tibet's coins were struck by hand in different mints, so such type of minor variations are possible if two different engravers draw the symbols.
