That seems about right.  But note that these coins are so damn cheap that you should be able to find them in VF+ and above condition.  Grading hammered coins is tough and I don't see the point in it.  What you are looking for is good eye appeal with clear legends, everything else is just pointless.  The grading of these types of coins is usually from people who are more accustomed to collecting modern coins.

 There are two aspects of grading hammered coins, the strength of the strike and the wear.  I have seen coins graded as Mint State, but it looks like crap due to the fact that the strike was weak and hence the legend seems to look worn...

BTW, these coins are cast and not struck...

For hammered coins you have to put some questions:
1- Is the coin nice?
2- Can you read the full lettering?
3- Has the coin its full diameter? (not chopped).

With 3 positive answers the coin can be graded as VF, (VF+ is the maximum I accept).
Superior conditions like XF or UNC are only in the ventors heads.

You did point out one other attribute I forgot to mention, the centering of the strike.  I have also seen great looking coins with little wear and a sharp strike, but it was off-center.  This results in the coin loosing details and that is a shame as well.  So, in hammered and cast coins, look for good eye appeal with clear legends.  Furthermore, there are some coins that you can NEVER get XF and above in hammered/cast coins as they don't exist.  These coins were struck very weak and hence you get missing details/legends and this was prevalent in a lot of medieval coins.  Believe it or not, this particular coin is in excellent condition even with the weakness as most of these coins were struck weak:

Just to stay in topic with your original coin, consider this Raja Raja kasu in my collection.  I bought this solely due to the "old" look of the coin as it gave a great eye appeal to me.  I have a collection of these in far better condition, hence condition is not always that important:

Chola Empire: Raja Raja Chola (ca. 985-1014) Kasu (MCSI-344)

Obv: King seated right, with arm on right raised and holding sankh shell; Devanagari legend on right, below raised arm - श्री रज रज (Sri Raja Raja)
Rev: Standing king with ancillary symbols, to left and right
