I'd agree that it's not a coin, since it does not have any indication of value.
Some German notgeld (emergency coins or notes) also do not have value, but they at least have an indication of merchandise or service equivalent to a coin: a glass of bear, a loaf of bread, 1 liter of milk, a tram ride, etc.
I checked two catalogues of German notgeld (by Menzel and by Funck) and neither has notgeld of Gemeinde Spatzenhausen listed.
