I would say it is not a coin because it appears to say Token on the reverse.

I would say coin. well a coin with history. Canada did not make coins until 1850's ,i think. So these coins (tokens ) were used as coins. and were used every day.  And everyone took them. There was nothing else to use. So yes , its a coin.To me.

It's listed as STERLING COINAGE on krause catalogue so i guess it's a circulating coin
