As there is no monarch on the specimen I would say it is a medal. Do Canadian coins need the royal effigy on them?

The Royal Canadian Mint was founded January 2, 1908.

This medal shows the variations of the Canadian commemorative Dollars Minted (Silver Variations Pre 1968).

Included in these varieties are:
1935 - first silver dollar to commemorate the Silver Jubilee of King George V
1939 - Royal Visit
1949 - Newfoundland Entry Into Confederation
1958 - Founding of the British Columbia Colony
1964 - Confederation Meetings Commemorative
1967 - Canadian Centennial

It has no monetary value, but is a nice collector piece, especially if you have the commemoratives on the face.
