Probably libya Km 136 ( 20 para), or contemporary fake?

It does say Tarabalus Gharb - so it's Libya.
Unfortunately, the easiest way to get the KM right is with the regnal year. Also note that there are variants without a regnal year: http://www.zeno.ru/showphoto.php?photo=146483 On your coin the year seems to be impossible to read, if it exists. I couldn't find one exactly like yours on zeno.
The times of Mahmud II were not the best for the Ottomans financial system. I have some myself and they are battered, low quality, worn, cracked with the weights and sizes varying wildly - and this for common mints like Constantinople. The weight on yours is off, but consider to wear and crack on the coin. Also consider the general low quality of Tarabalus Gharb coins. :p
Not saying it's a legit coin, i'm not an expert on contemporary forgeries, but always keep in mind the extreme variation of size, weight and composition of coins from that era.
