Philippines 25 centavos 1966 - 189.1 or 189.2?

Hello,
Maybe for some of you it will be obvious but not for me. Could you help me to identify Philippine 25 c coin from 1966? Is it 189.1 or 189.2 as I cant precisely see how many smoke rings are coming from the volcano?
For comparision I placed a coin issued in 1964 (this is clear its 189.1)

according to your document they both are 189.1
